Upload up to three years of accounts. TariffGuard identifies the municipality, compares each line to the published tariff book, and looks for the errors that quietly inflate a balance: the wrong tariff or rate-in-the-rand, VAT on property rates, estimated readings that were never corrected, sanitation billed above the cap, back-billing older than three years, and interest compounded on amounts that were never due. If something is wrong, you get a rand-by-rand schedule, a formal dispute notice, and a draft email to send to the municipality.

Every upload is read. We identify the municipality from the letterhead, pull the account number, and list missing months in the three-year window.
Run the review
Charges are scored against the published tariff book: rates, steps, sanitation caps, estimated streaks, VAT on rates, interest, legal and disconnection fees.
Pay for the report
The review shows categories and an indicative range. Line-by-line rands, the review schedule and the formal notice stay locked until the fee is paid.
Send the notice
A Section 102 letter naming each rand amount, plus a covering e-mail to the municipal dispute desk, ready to copy, print and lodge.

This is the 3-year commercial plan: 36 months of Nelson Mandela Bay billing. The figures are illustrative — an annex water spike, a valuation posted above the roll, and interest that followed those errors. Gross credit claimed R245,136.69; net credit R121,260.29 after the municipality’s payable at 31 July 2026.
Names, account numbers and street addresses are fictional. An older error is included only where it still sits on those 36 months of statements — for example interest that was never reversed.
