Protection of Personal Information Act 4 of 2013
Privacy
How TariffGuard treats municipal accounts and the personal information on them. Last updated 8 September 2026.
Who is responsible
The responsible party is the sole proprietor trading as TariffGuard in South Africa. We do not operate as a company. Write to us on the contact page. A postal address is available on request.
What we process
Only what you give us to review an account: bill photographs or PDFs, names and account numbers printed on those bills, erf and property details, valuation figures, contact details you type in, and a Payfast payment reference if you buy a report. We do not ask for your ID number unless it already appears on a bill you upload.
Why
To identify the municipality, check the file, compare charges to published tariffs, and — if you pay — produce a review schedule, a draft Section 102(2) notice and a covering email. That is the only purpose. We do not sell lists, score credit, or market to you.
Where it goes
- The working file is kept in your browser on this device. There is no TariffGuard login and no customer account.
- Reading a bill (extracting lines from a PDF or photograph) is done by an automated processor so the review can run. That processor sees the file you attached, not a marketing profile.
- Payment is handled by Payfast. They receive the amount, a payment reference and the name on the account if you have entered one — not the bills themselves.
- We do not send your bills or the notice to the municipality. You do that yourself, if you choose to.
How long
Until you use Start over, or you clear this site’s data in your browser. We do not keep a back-office copy of your bills after you leave, other than what Payfast is required to keep for a payment.
Your rights
You may ask what we hold, correct it, or ask us to delete it. Because the file lives in your browser, deleting it is usually Start over or clearing site data. To object or complain, write to us first. You may also complain to the Information Regulator (South Africa) at inforegulator.org.za.
Children
This service is for account holders and their authorised representatives, not for children.
